Monitoring of all automatic services on windows servers

I have a need to monitor all "automatic" services on our windows servers and alert if they fall over. Is there an out of the box (or re-written) rule that will only check for services set to automatic? As a step further is there (or can there be) a rule that will check for all automatic services showing a running state and alert as either a warning or fatal alarm dependant on the criticality of the service (which would obviously need to be user defined) when down? Thanks
