IE jumps to http:/// and will not function properly

I am having a similar problem to the post from Midnight Star 12/18/84 " Help....My IE just wont connect to the net anymore "
 
I found if I go to the task manager and end the winpack.exe, things seam to start working. Can I delete this?
 
I found two occurances:

What should I do?

Yes winpack is probably causing your problem, read this. But I don't think it's spyware, read this.

Hi
click on the link  "Essential spyware removal steps and other hijackthis help forums" run the Online anti-virus scans ,use the clean up tool on the link to clean up your prefectch folder .Update all the programs ie spybot http://www.safer-networking.org/en/howto/update.html  ,AND adaware http://www.colby-sawyer.edu/information/technology/updates/ad-awareusage.html before logging into safe mode to run it .Then repost you hijackthis log

I have WinXP home, and I don't have these files:

C:\WINDOWS\System32\tapisrv.exe
C:\WINDOWS\System32\winpack.exe

So, you might try booting into "Safe Mode". Renaming them to somthing like:

C:\WINDOWS\System32\tapisrv.exe_bad
C:\WINDOWS\System32\winpack.exe_bad

Then reboot your computer normally and see what happens. If you encouter problems, just reboot into "Safe Mode" and rename them back, starting wtih:

C:\WINDOWS\System32\tapisrv.exe_bad

I removed the winpack.exe and WINPACK.EXE-31CFF16E.pf files. I also went into the registry and removed any accourance of winpak. After doing this, the problem did go away.
