Does VNX support data de-duplication?

Compared to Data Domain, which one is better?

not yet, but if you google around for the upcoming VNX2 model things change there.

VNX and Data Domain have two different purposes, VNX is typically used for primary storage while DD is used for backup and archives. You would be very disappointed with DD if you tried to run oracle database on it because it's not what it's designed to do.

VNX supports data dedup on file data, and data compression on block data. You can refer to the whitepaper EMC VNX Deduplication and Compression for the details.

For the data "compression" rate, there is no doubt Data Domain is much better than VNX since DD is designed for such purpose. Below is a comparison of VNX, Avamar and Data Domain.
