I don't believe it is a certificate issue at least for your situation. The link above was a similar error during creation of storage pools. For instance review the following KB article:
emc275115: "Error: Initialize Fast Cache -Caught Exception while issuing failover request to peer-Error occurred during SSL Syscall operation"
Suggests that a high count of dirty pages in SP cache will prevent you from being able to initialize FAST Cache. Could you review to see if it is relevant? It suggests lowering watermarks (temporarily).

I am afraid of dirty page. The system is new installed with no LUN and DATA configured. So there must be huge dirty page to cause the error.
Any idea ?

I resolved the problem. The pper IP address of SPB was incorrect.
