are you going to create the new group and then add the devices, while those devices would exist on the old SG?

If yes, then you don't need to rescan the bus of the ESX.

If you remove the devices from the old SG and then you add the devices to the new SG then of course you need the rescan.

And not only that. Before you remove them from the old SG, you have to unmount and detach the devices and then remove them from the SG.
