That is a HDD not detected error. You can try reseating the HDD or updating the BIOS but in all likelihood the drive has failed. I assume you already ran diagnostics, F12 at boot, but after reseating the drive try diagnostics again.
If the system is under warranty still, I would suggest calling Dell tech support.

The user worked with support and the resolution to get the system booting again was this:
"1. Disconnect any external devices including the AC adapter
2. Hold the power button down for 30 seconds
3. Plug only the AC adapter back into the laptop
4.. Attempt to power on the system
After these steps, the customer was able to get into Windows and Dell Support used remote support to update the BIOS, chipset, and video drivers.
