Stuck on dell logo. Carried out self diagnosis in bios menu by pressing F12 showing no problem.

What is the system model that is not rebooting?
If your Dell Vostro laptop won't reboot, try a hard reset by disconnecting the power and battery (if removable), holding the power button for 20 seconds, and then reconnecting everything to see if it boots.
