This will not install: Dell Update Windows Universal Application

Vostro 7590, Windows 10.

Dell SupportAssist has identified a critical update of the "Dell Update Windows Universal Application."  It downloads and attempts to install but fails with the message: "Currently running tasks on this PC and cannot take additional requests at this time. Please try again later." I've tried multiple times over several hours with the same result.

I also attempted to installed directly from this Dell location with the same failed result.

Any insight on how to have this update installed?  or do I even need it?  I dont even know what it does.
