EMC Cloud Array with VSPEX Blue

Hello Team,

I could see that 10 TB EMC Cloud Array license is free with VSPEX Blue Appliance.whether customer should buy this 10TB license from any storage provider or EMC will give 10TB license free with any of the Cloud provider ?
