EOP Xtream, our WAN Acceleration feature, will definitely help you cope with latent networks. When enabled, you will see significant improvements in RDP performance when using a latent network connection. Just make sure the EOP Xtream is enabled on the desktops (it will default to being enabled), and make sure the client has choosen WAN Acceleration on the Experience tab.
About your EOP licensing question: users will consume EOP licenses if they choose any of the EOP features on the Experience tab (below):
or the Microphone redirection feature on the Local Resources tab.
This options can be picked by the users, or controlled centrally in the Management Console in the Resources > Connection Policies node.
