my dell computer will not open windows saying it has device_initialization_error
All of a sudden my Dell Deminsion will not open windows. Cruzor shows, but the rest of the screen stays black. Can anyone please help me. It also saus failure Sm bios Structure 51

It also shows error code 4600:0009. Our thanks to anyone who will help us!!!!!
