ACT Database: Can I Mail Merge into Header/Footer?

I have templates set up to use with the ACT database program. All of the mail merging works fine in the body of the template but I cannot get the merges to work in the headers and footers. Anyone know how to bypass this or what to do to make it work. Thanks.
