Right click the desktop and select New / Shortcut

 

Then use the Browse button to navigate to the Final Draft program and follow the create shortcut wizard.

 

If Final Draft is the main name of the application, type that on the search box at the start menu, you will see a list, right click on the Final Draft and then choose Send to... and then Desktop (create shortcut)
