Automatic restart after power failure

I have to leave my computer unattended for weeks at a time.  I use the computer to monitor my home.  If the power fails and then returns, I would like for my computer to automatically restart and load Windows.  How do I make this happen?

I am running Windows XP on a Inspiron 700m.

Sorry, but your laptop does not support this feature.

If it did support it, it would be a BIOS setting dealing what the system should do after a power failure.  The options are usually "stay off", "turn on" and "same state" (e.g., if it was off, it stays off, if it was on it restarts).  I believe dbk is correct that it doesn't support it, however.
