AWCC cannot update nor install

Please read entire issue before giving a canned answer.

I have an Alienware m15 R2 laptop with an expired  fully up to date as of like 1pm Pacific on July 5th 2022.

I have Windows 11 and AWCC has been trying to update to version 5.5.0.0 for a while now. Every time I opened AWCC, it would tell me something new was needed and I could either skip or download. I chose to download and during the install process, windows security would block the install. I had gone through the recently blocked and manually clicked to allow every single time it blocked the install. Yet it kept doing so. So following the support article https://www.dell.com/support/kbdoc/en-us/000178146/windows-defender-threat-when-installing-or-updating-alienware-command-center I did all the steps and uninstalled AWCC.

So now I tried to do a fresh install. Every single time I try to install, windows kept blocking it. So I followed this article https://www.dell.com/support/kbdoc/en-us/000178439/how-to-remove-and-reinstall-the-alienware-command-center and followed its steps along with the video. I would keep uninstalling, changing the regedit and wiping it all out. After each uninstall I would redownload a new AWCC installer from https://dl.dell.com/FOLDER08535991M/3/Alienware-Command-Center-Application_J2T2G_WIN_5.5.0.0_A00_02.EXE

I then would go to the properties on the new installer download and check the box next to "Unblock". Still no joy.

I then went to my windows security and selected the new (each and every time) install file and manually made it an exclusion to keep it from being blocked by windows security.

But this is what I get EVERY SINGLE TIME

I would check the restart box and then hit finish. No AWCC. So rinse and repeat the above steps, killing the regedit files, etc...new download....etc...

Then I would hit finish without the restart, and then restart manually. Nothing. How do I get AWCC back onto my computer? I have been trying to fix this for over 5 hours now.
