Background color

Try going to Display Properties (right click desktop, select Properties); then to Appearance|Advanced; then in the dropdown menu in the bottom half, select Desktop.  Select the black color.  I did not realize that mine was not black until I just tried it.

My Screen Saver backgrounds are Black & Appearance > Advanced , Desktop is set to Blue.
Display Properties , Desktop , Color  is set to Blue .?

Does "Display Properties" , "Screen Saver" tab  small computer screen show Blue background with a "Screen saver" selected.?

no, "display properties", "screen saver" tab small computer screen shows black background with a screen saver selected...!

i tried it already. my desktop color has been set to black all the time. for all that my screen saver background is dark blue, but not black!

You could try running SFC , which checks protected System Files for corruption & if found replaces them from reinstall..XP CD .
If it prompts for XP CD , hold Shift key while inserting XP CD to stop Auto play.
Use Start > Run & type
sfc  /scannow  (space after sfc)

SFC  /scannow   probably won't find any corrupted files so you could try the FREE Spyware programs always hand to have anyway.
Then the FREE Trial program  VSSB. ?
If the above doesn't work you could then try a Windows Repair from boot of XP CD.
If you use a Windows Repair you will have to download the Windows Updates again including SP1a if it isn't shown on XP CD label.
Windows Repair leaves installed Programs & Data intact. (may need the re-install of Video Driver)

If above doesn't fix problem you may have to wait until you next have to Clean reinstall XP OS.
I have shown the supersite link last as it assumes Clean Install status so doesn't include step to delete existing partition at step 5 & so achieve Clean Install status.

Clean Install deletes existing partition (like FDISK)  &  Formats HD during Install of Windows XP  from XP CD.
Set BIOS to use CD-ROM as 1st boot device usually by pressing "F2" key during boot (startup),
for some Computers press "Del" key
Re-start Computer & when message "Press any key to boot from CD" shows do it & let subsequent messages "Press any key...." time out to Windows setup.
