Bitlocker Recovery - Keyboard locked out

Hi,

we are a large college with many multiples of Windows 11 Dell PCs and Laptops. With growing frequency we are experiencing bitlockered devices where we cannot enter the recovery keys due to the keyboard being non-functional on the recovery screen. We know that the keyboard is working as we can use it to get to BIOS and navigate BIOS and we can see the "on" lights for CAPS LOCK and NUM LOCK right up until the recovery environment takes over. We have tried plugging in a spare keyboard in any of the available USB ports but again, it does not function. We have tried legacy options and enabling/disabling fast boot in BIOS but with no change.

This only happens on our Dell stock and effectively is "hardlocking" the affected device with the only course of action to rebuild the device from scratch, which is time-consuming and inefficient. 

Any help on this issue would be greatly appreciated!
