Black screen and locked up after reinstalling windows vista

Hello, My dell inspiron 1720 got a virus and crashed, I tried to do everything without loosing my files, but then that wasnt working so I did a clean copy install of windows vista, it goes through the install process to completing installation and then the screen goes black, all I have is the mouse cursor moves around but everything else is locked up, I dont think windows completely installed because I never saw finalizing menus or anything,  I tried to install it several times and same thing, I cant afford tech support right now on my out of warranty dell.  Can someone help me with the next step to fixing this problem?
