Cannot find Local Settings`

I cannot go into my C drive ,  Documents and Settings, My name and locate local settings.   I like to see my history and temporary internet files before deleting.  I know how to delete from IE, but would like to view.  I was able to do this on my other computer with Windows XP.  how do I set this up?  Thank you

Click "Tools" from the menu along the top of the explorer window, then "Folder Options . . ." In the resulting tabbed dialog box, click the "View" tab. Under "Advanced Properties," toggle on "Show Hidden Files and Folders" under "Hidden Files and Folders."

You can also see the temporary internet files from IE: Tools, Internet options, General tab, click settings, then click view files. To see the history files in IE click the History button on the toolbar; the history folder conntents are displayed in the left pane; you can delete selected entries, right click, click delete.

When you use Natasha Grays recommendation to "Show hidden files" you will then see Local Settings.  Under this folder you should see your History, Temp, and Temp Internet Files.
