The Dell logo is too early.  Do you get a GRUB prompt to choose the OS to boot?  AFTER that is when you start, but once you see the Windows logo, it is too late.

s660117,

An alternate method is

Boot into Windows.

Hit the Windows key and the R keys at the same time. Type

msconfig

Hit enter, click on boot, select Safe mode, then save and exit, then restart your computer. The computer will boot into safe mode until you undo this.

I'll move this to software board where you stand a better chance of getting help.

Even dual-booting with GRUB as the bootloader, you should be able to enter the Windows boot options to get to Safe Mode, however, it is a matter of timing.  You must wait until after GRUB has handed over booting to Windows, but you must do it before the Windows splash screen.  During this Window, don't be timid about hitting the F8 key rapidly and repeatedly until it comes up.

Thanks for your answer, theflash.

When trying to invoke Safe Mode, I wait until the Dell logo appears and then press F8 repeatedly, but it skips right through to the boot menu.

Thanks, theflash.

When I did it the right way,  it worked!

And thanks, rockstar, for the alternative,
