Can't get computer into the safe mode

I have a dell8400 computer. I received a blue screen error which says:
***stop: 0x0000007e(0xc000001d,0xf7838273,0xf7c9b068,0f7c9ad64)
***ACPI.sys-address f7838273base at f781500, date stamp 41107d27
 
I can not get into the safe mode to fix any problem. I have installed a new Western Digital hard drive, and after installing windows xp (which took over 2hrs.) I still received a blue screen error. I just don't know what to do. Someone please HELP.
 
I'm not very computer smart so if you have an answer please let me know in terms that I can understand.

to get to safe mode you need to tap/press f8 at the dell splash screen at startup then choose safe mode.

Unplug the PC, hold the power button in for 15 seconds, open the case and reseat the memory modules, disconnect and re-connect all cables one at a time, be sure they are seated properly. Close the case and try again.
