It looks like if logs out then logs right back in.. like a blank screen, you know what i mean? and it gives me a message that says, 'Send Error Report' 'Don't Send'

yes this is my only problem, i put better stuff than the original... i just want my control panel fixed

I'm glad that's the only problem.  I've never heard of such a problem as you're having.  How are you accessing Control Panel?

If this was my computer I would try a Windows Repair from the CD. But first, have you tried searching the Microsoft databases? I bet the answer is there.

The only suggestion I have (other than for you to search the Microsoft message boards) is if you have access to another computer with the same operating system, to copy the control panel program file to your machine.  The program is in  windows\system32\control.exe

"It" worked? Great! So I guess control panel now works. May it always do so.

But what made it work?

Did you copy the control panel program file from another computer?
Did you give the RUN command for CONTROL?
Did you do Windows Repair?
Did Microsoft Knowledge Base tell you what to do?
Just all of a sudden it started working from the Start menu?
 
Just to wrap it up.

i did the run, then typed CONTROL.EXE.. and it worked
No Events found!
