changing my fonts sizes

OK here is what i have. dell e510 dimension, on board video, dell 20" wide screen flat panel monitor. I have the resolution set at 1680x1050, max. I know how to change text size on IE. How do I increase the size of my fonts in  my outlook express, my menus, the writing at the top of a window, I guess just about everything, but leave it at the high resolution. Thanks in advance.
