Same error here. This is Microsoft Store app, and it just updated to version 3.9.11.0:

When I run that app, it tells me I need to install something. Why would accepting that result in it trying to downgrade to 3.9.0, by using a non-Microsoft Store installer!?

I have this same error and I saw that indicated a problem with communicating with the Distributed Transaction Coordinator (in Component Services, COM+ Applications). So, I found this answer https://answers.microsoft.com/en-us/windows/forum/all/error-8004e00f-when-trying-to-access-com/782e5a36-d28f-4b35-a53c-f343e456638d and did the method 1 and works.

Hello all

These steps solved the subject issue (errors 1720 & 1603) with dell precision notebook 7740 with Windows 10 PRO x64 21H1 OS.

I did not disable my av & internet security program (Bitdefender Internet Security) in any of the below steps.

Step # 1: enter services (services.mcs) with admin privileges, and disable HP Print Scan Doctor service.

Step # 2: Re-Boot windows.

Step # 3: fully uninstall dell power manager if it is installed. i use Uninstall tool ver 3.5.10 x64 that also

Clean all leftovers of the program (Reg Keys and Folders)

Step # 4: Re Boot windows.

Step # 5: download the latest VC++ 2019-2015 x64 and x86 (VC_redistx64.exe & VC_redistx86.exe) from Microsoft and install if missing or repair if they are installed. (first x64 ver and then x86 ver. DO NOT Re-Boot windows after the first x64 install or repair). Proceed and run the VC_redistx86 install/repair.

Step # 6: Re-boot windows.

Step # 7: download from Microsoft dot Net fix tool for Windows 10 named FixDotNet20210614042130633.cab file. I assume DOT Net is installed via the Windows update service in your OS (Windows 10 Pro x64 21H1 in my case)..

Step # 6: Run the fix tool and follow the on screen instructions.

Step # 7: Re-Boot Windows.

Step # 8: Install the Dell power manger ver that was running and working well before the update failover. My ver before update fail over is: Dell-Power-Manager-Service _7866H_WIN64_3.7.0_A00.exe. Follows on screen instructions.

The Installation was successful and ended with an open of a fully functioning UI of dell power manager program.
