Dell XPS13 | boot loop, OS Recovery tool not working !!!

Dell XPS13 stuck in reboot loop after update 

Things i have tried

1. ePSA Pre-boot System Assessment Scan
   Outcome: Scan complete, No errors, hardware all good
   
   
2. Upgrade bios - updated bios via USB to latest version 2.14.2 
   Outcome: No change, still stuck in boot loop 
   
   
3. Downgrade bios - via usb to version 2.7.1 (tried every increment between 2.14.2 and 2.7.1)
   Outcome: No change, still stuck in boot loop
    
4. Created Dell USB Recovery tool 
   Outcome: booting from USB, it loads with a blue windows logo and spinning wheel, then black screen forever.
   
   
5. Created Windows installation media to either repair or install new copy of windows 
   Outcome: booting from USB, Loads blue windows logo with spinning wheel, stuck on this screen. (waited +4hrs to see if it will load, nothing happens)
   
   
6. Created Linux UBCD bootable usb drive to recover windows files
   Outcome: can boot into Parted Magic but cannot access windows partition or recovery any files 
   
   
7. Opened the Laptop to check for lose cables or hardware failure
   outcome: everything looks in order, no lose cables or fried parts, Hardware scan in step 1 confirms. 

Any suggestions Dell ? 
Ideally i would like to recovery my files but i cannot even get into Windows Recovery mode.
