Desktop reboots after power failure.

My Dimension 4700 reboots after a momentary power failure.  I've gone into system setup and set the AC recovery to prevent this, but it's not working.  If the power is off for several seconds, the system does not reboot.  Any advice would be appreciated.  I want the computer to stay off when the power fails.
