And if that doesn't solve the problem, scan your system for the Apropos trojan which also causes empty Device Manager. If you find Apropos, google for the removal tool at symantec.com

I just help my friend with the same problem. I did the following to correct it.
click on Start/run/msconfig/system.ini/  here I found all check marks were missing from everything/\. I placed a check in each of the box then opened  win.ini and did the same thing then opened startup and enabled all. Rebooted the computer and all was fine. Then went back to start up and remove the programs that I didn't want to start on boot up.

Still do not know why all the checks were removed but that seem to fix the problem. Ran anti-virus and spyware program and remove several spy ware progams. I can only think that one of those programs caused the problem.

Good suggestion, one year and 2 days after the last post in this thread! :D

Some malware is known to cause a blank device manager, but this is first time I've seen a fix, aside from removing the nasty stuff.

Note to self: remember this post. ;)

Boy, was that a bust. I looked at the date and for some reason I thought it was posted 2/25/08. I guess I need to get new glasses. Anyway I did get my friends computer fixed. LOL  thanks.

S'ok. The eyes start to go after reading PC screens all day long.

And it's still useful info for the next time this happens to somebody.
