I would suggest you to install windows that came preinstalled on the computer and run Windows 8 Upgrade Assistant by clicking the link mentioned below, it will scan system hardware, apps, and connected devices to see if they'll work with Windows 8:
Please unplug all the external peripherals (except mouse and keyboard) and install Windows 8.
In case it still does not fix the issue, send me the service tag and name listed on the account in a Private Message to check further course of action.
We tried for 2 days, including disconnecting EVERYTHING except the hardware…even the power control panel on the front.
The program continued to lock up….Win 7 would also not load
Went and purchased a new mother board, processor, and case – cannibalized the Dell with the modem, card reader, DVD R?W and built a new computer – where Win 8 loaded and works
My son set up the Dim 521C as a server while he is at school.
Thanks for your help – hope others find a solution

Also, we do not have windows 8 compatible drivers for this system model.

Ran program and indicated no problems...reloaded updated bios. Installation process continues to stop at installing updates.
