Domain user can't login with own profile

Hi

Win 10 64 bit Optiplex. 

In a Windows Server 2016 domain a new domain user was added to the pc as local Admin. When logging-in as the newly added domain user to the pc the following error comes up.

Additionally trying to login to Outlook/Teams gives below error at the end.

This used to work fine for any domain user previously. What is the issue and how can I fix it?

I have tried;

Applying all Dell updates.

Applying all Windows updates.

sfc / scannow

chkdsk

Reconnecting pc to domain using http:// /connect

Clearing passwords in Window's vault

Malware scan.

Nothing has worked.

PC does not seem to have a TPM.
