Mass storage controller is the device driver for a mass storage device like a flash drive, memory card, external USB hard drive, etc. Usually, this driver is automatically installed by OS, when a removable device is connected. Please share more details regarding the issue you are facing.
Additionally, you may share a screenshot of device manager (Click on Start -> Right click Computer and select Manage). You may also right click the malfunctioning device (device displayed with a yellow bang) and Click on Properties -> Click on Details -> Highlight the Hardware id and share it here.
Please reply with the findings. Will take it further from there.

Yes I have gave you the correct driver from the Latitude E6420 Dell FTP Website.
Note for some reason it is listed under Drivers for OS Deployment opposed to Chipset despite it being a Chipset Driver.
