Error message: Dell System Center requires Net Framework 4

​My wife has an Inspiron that originally had Vista and was upgraded to Windows 7 -32 bit. Recently she started getting two messages upon boot that a program requires Net Framework 4.0.3xxxx so I dutifully installed Net Framework 4 but the messages persist with Net Framework 4 installed.​

​ I traced the file name to the System Center Software and, by using msconfig to disable the system center update program, the boot messages stop. When I try to uninstall the System Center Software (it's version 2.2.09085) I get another message about needing Net Framework and the uninstall fails. Any ideas how to fix this?​
