There are folks here who have much more experience than I, but using the Dell recovery media may not be the best thing to do because of the way Microsoft is updating/upgrading Windows 10. The Recovery Media is probably a different Build number and basically a different OS.
You can download the latest build from Microsoft using their Media Creation tool. If your system isn't working, use another system and download it where it asks if you want to download for another system then check the options to make sure it is the correct bit version and such.
Windows 10 has the ability to reset itself and is one of the recovery options. In some circumstances, you may need a good copy of the installed version. If you can't get your system to boot, the Install media will allow you to enter the Recovery Options and even reinstall, if that were to be necessary.

I downloaded the Windows 10 recovery and tried all options:
- 'System recovery' states I should state which installation of Windows I wish to reinstall, but I don't get an option to fill this in somewhere.
- 'Recovery with an installation copy' gives me the message that no system copy could be found on my computer.
- 'Startup recovery' doesn't help.
One time I got the message 'driver power state failure' with a referral to 'windows.com/stopcode', but that has not helped me so far to resolve the problem.
Each time my computer restarts, an update is being installed, starting at about 68%; which takes 15 to 20 minutes. It seems the same update gets stuck somewhere in the process.
Welcome to our community. Firstly, XPS 8500 is not tested with Windows 10. We’d suggest you to run the hardware diagnostics to check if there is any hardware damaged, share the error code and the validation code if you find any. You can follow the below mentioned steps to complete the diagnostics.
1. Restart the computer. 2. As the computer boots, press < F12 >. 3. When the Boot menu appears, highlight Diagnostics option and then press < Enter > to start the Dell Diagnostics. 4. Press the < Enter > to continue Diagnostics.

I ran the check a few days ago, including the elaborate check that took several hours, but nothing was found.
In the meantime my computer started working again properly, including a restart without problems. Looking at my update log, I see a failure message from a few days ago for the installation of a Windows program 'to remove bad software for Windows 8, 8.1, 10 and Windows Server 2012, 2012 R2, 2016 x64-edition - december 2016 (KB890830)'. Today the installation of this update went successfull. I suspect something in the installation of this update went wrong and caused the problems.
