From MicroSoft KB156669 "How to troubleshoot...", but from everything I've found a repair installation of XP has been the resolve since you state you cannot get to Safe Mode. Dell instructions are here.

Somewhat good news to report since this afternoon.
After scouring the net, and reading things. I found that if i go to the safe mode startup. (which I can) and then go to the return to previous good date, or whatever it was I could get the computer back online.
I did this and It worked.
Now the question is, what happens when I turn her off later tonight. I dont know if ill still have the same problem.
I followed all the directions yesterday with Norton, it couldn't repair the problem so i put it in quarantine.
So the question is, do i leave it in there and hope thats not the problem, or is it the patch that has caused all this.
Glad to hear you were able to get into Safe Mode. Have you run another virus scan to see if the infected file was restored? I would suggest backing-up your data while you can, uninstall Hotfix KB835732 from Add and Remove Programs if it's there, run System File Checker (Start>Run enter "sfc /scannow" without the quotes, note the space) to check for corrupt system files, and then reinstalling Hotfix KB835732. Reboot after each step to see if the problem returns.
Looks like things are getting back to normal. System File Checker may have replaced a corrupt file with a copy, from a folder within your computer, without any notification.
As I am on cable also, I fully understand the patience thing. Try resetting the cable modem (unplug it from the wall wait a minute or two then plug it back in. When the "Cable" light is solid on again, try IE). Next, I would recommend clearing your cookies, temporary internet files, and history files. This will also clear saved passwords to various accounts. (Right Click IE and select properties, under the general tab click the buttons "Delete Cookies","Delete Files", and "Clear History"). Then click "Settings" and check the amount of space for your Temporary Internet Files Folder, mine is set to 100mb which I think is the default.
Two sites for IE, first tweaktown (here) about 3/4 down the page is "Problems with the Temporary Internet Files folder", this would be my next suggestion. Followed by reinstalling IE, information is here.
I have the problem with Dimension 4400. I cannot get get into safe modeor boot from CD. I try hitting F2 as it's booting but I still go directly to the log in screen . HELP!
Do you have a USB keyboard? If so, try plugging the keyboard into a different USB port. If you can't find one that works, you may have to borrow a PS/2 keyboard so that you can get into the BIOS and enable Legacy USB support so that your USB keyboard will work before the Windows drivers load.
Thanks but I have no idea of where to fund a PS/2 keyboard. Any another suggestions. I'm working on my lap top attempting to fix the problem so I do have access to the Internet. Unfortunately, Dell doesn't seem to be much help.
I'm toast. I set it to boot in safe mode and now I'm stuck. I keep getting a message that setup can't run in safe mode. I click OK and then I get the same message over and over again. I can't move it back to regular mode as I can't get it to boot. If I finish set up I delete a bunch of files according to the warnings on set up page.
Thanks, Steve. I tried the F2 key one more time and it worked. Right now I'm running the XP repair from the CD. I paln to do a virus scan after I get booted up and hopefully, I'll be able to get rid of the virus assuming that's the probelm.

kjc1200,
Do you remember which patch you installed?

Hi
Did all that and all seems ok.
The scan said nothing, so i assume all is fine.
I ran spybot since a friend had said to try that and nothing bad came up.
It fixed/ repaired whatever and I have developed a slow computer using IE now.
I use cable and i feel like im on a dialup modem.
Not a patient person anymore for that kind of speed. Any thoughts on this or should l I go to that forum?
Thanks

Try tapping the F8 key just before Windows loads. This will bring up the boot menu and you can choose something other than Safe Mode.
