Sounds like some system files are corrupted or damaged.
 
 
You may need to do an XP repair. Use the link above for addtional info.

Go to command prompt and type this SFC /SCANNOW. Then place your windows XP Cd in the drive and let it scan your system. If there is a major problem it will fix it. It is something to try.
 
You can also run other switches from SFC please refer to this website.

Not if you can not boot into Windows.
