File with name "desktop" appearing on desktop

I have two files (the appear to be configuration files) appearing on my desktop with the name -  “desktop”

File 1:

[LocalizedFileNames]

Windows Explorer.lnk=@%SystemRoot%\system32\shell32.dll,-22067

File2:

[.ShellClassInfo]

LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21799

When I try to move these files to another folder or the recycle bin, I get the following message:

Are you sure you want to remove this file?

If you move this file Windows…might not work correctly….

Type: Configuration settings

Is it safe for me to remove these files from the desktop?

  I am using a Dell531, with Vista Home.

I apologize to everyone, I think I found the solution.

It seems to me that desktop.ini is a "protected operating system file". So if in tools>folder options you have the box "hide protected operating system files" un-checked, the only way to hide desktop.ini is to check that box.
