Fixing a Windows XP missing config system file I get a registry error when entering restore console

I have searched everywhere.  I have a Dell Dimension 2400 and got the error for the Missing or Corrupt windows system32 config system.  I found instructions on how to fix it but when I reboot from the XP Disk  go to F12 then hit enter then F8 to accept agreement then r and it goes to the blue screen that is going to be the death of me Registry_Error Stop: 0X00000051.  So I cannot get in.  to repair anything.
 
Any suggestion would be helpful.  I have searched thousands of postings on the web.  And everyone say to follow the instructions but I cannot get to user admin sign in so how can I complete ?

If you cannot repair the registry using the method in the link below, and get a similar error when trying to load the registry with Recovery console, you will have no choice but to reinstall windows completely.

You are not doing this properly.
 
This a registry corruption error and you must use the Recovery Console to make the repairs.
The Recovery Console in found earlier in the sequence when setup from the XP CD is running.  It is on the page BEFORE the "F8 to accept agreement".  There is an option to select "R" for the Recovery Console"
 
 
 
Reboot with your XP CD in the drive.  Watch for "Press any key to boot from the CD" and do it quickly.  If you miss it you will have to reboot and try again.
Setup will copy a lot of files.
Then you will see the page with the option to select "R" for the Recovery Console"

I have rebooted from the disk and I get to restore and I select 1 for C:\WINDOWS and I get the registry error stop 0X00000051.
 
Now what do I do.

You do that by booting from the disk from what I understand.  When I boot from the disk I get the registry error.  It is like a viscous cycle. 
 
I have Done f12, R, than 1 enter and got registry error
I have Done f12, enter, f8, r and got registry error
I have booted from disk and went to repair console and got to 1 and enter got registry error.
 
How do I reinstall windows ?

I'm getting this problem too.
My computer got me to the recovery console, but I can't figure out what to do. I restarted it and left it for a while, and then it booted Windows like normal (at 800*600). Is it fixed, or is it just trying to get on my nerves even more?
