FORMATTING IN UDF FORMAT

I have a Dell 4600 that came with Sonic Recorder, Power DVD, an HL-DT-ST RW/DVD drive, and  Windows XP.  Recently, I tried to format a CD-RW in UDF format (yes, just a straight format) but was unable since I can't seem to find anyway way of doing it on this system.  I right click on the drive after bringing up "My Computer" but there is nothing there that allows me to format the drive.
 
Is there anyway of formatting in UDF without having to buy other software?   Help!

Run Sonic's My DVD on the Programs menu and see if that's what you need. It formats DVD disks.

The Sonic DLA progrm is what is used for UDF formatting (DLA is equivalent to Roxio's Direct CD or Nero's InCD).

Thanks to all for your help. It turns out I had to de-install Sonic Recorder, re-install it, and then I was able to use DLA (apparently DLA somehow "disappeared" and I was not able to invoke it until I had re-installed).
