Start > Control Panel > Internet Options > Programs > put a check mark next to "Internet Explorer should check whether it is the default browser.
Open IE it should bring up a dialogue box asking if you want to make IE the default. Click yes.

I had already done this, but did it again, but no dialogue box comes up asking if I want to make IE the default. So still if I get something in e-mail with an internet address to click (such as your response notification from Dell), it comes up in Netscape.

Assuming that you have Windows XP, try control panel, add/remove programs,; in the left column click on set program access and defaults. You should be able to set IE as the default  browser and uncheck Netscape. If you have all the Windows updates, there will be a help button there also.
