I followed the steps to bring up bios and restore back to 2005.
But if boot from hard drive, I still got hal.dll error message. If I boot from xp cd, then it got stuck at a black screen with "setup is inspecting hardware configuration" message...
I just followed the steps, powered on and holding fn key, the screen showed "performed diagnostic testing", then it started beeping and showed the error code "1000-0111 Divide by zero exception occurred at selector 18 offset 40497d". It also prompted to hit esc key to abort, but I tried a few time nothing happened so I had to power off to stop the test.
The PSA diagnostic error codes are listed here. I just ran through the troubleshooting with PSA diags wizard in DSN & that error code has no details available. The suggested next step is to contact Dell tech support. They most likely have more information about the PSA diagnostic codes in their internal tools. I'd suggest using the online chat to work with them.
I am having a same problem. I have Inpiron 6400. Dell Mediadirect3 got corrupted somehow. Clicking on the MediaDirect button displayed a message "NTLDR Missing".. I followed the steps to reinstall MediaDirect. Inserted the MediaDirect3 CD, and allowed it to delete existing partition and repartition the hard disk (80 GB). Then the system prompted "MediaDirect operation successful...please insert the operation system CD to reinstall it..". I inserted the WIndows XP re installation CD and the system restarted. Then a message is displayed "Press any key to boot from CD" - I clicked on "Enter". Then a message is displayed "System is inspecting you hardware details...." and then the screen went blank indefinitely. I have run the diagnostic system tests with the DELL resource CD and all the hardware tests passed. I tried installing with another copy of the Operationg System reinstaller, but the same problem persisted. Can anyone please suggest what should I do now?

Sounds like you have a hardware problem or failure, run the PSA tests.
