Help and Support Menu Died!

Hello Vista world
 
I am having a dilemma. When I received my laptop (Inspiron E1705), everything was fine. the minute I began activating programs and installing things, my Help and Support menu died!. I have spent many hours on the phone and e-chat with tech support. The reason i need this feature is because it is detailed and teaches me what i need to now about vista. I have reinstalled the windows vista OS as well as uninstalled many programs and it is still a no! i believe it is an internet explorer problem. i want to see if i can somehow reinstall IE, but the microsoft website won't let me because it was pre-installed. i just want my Help and Support menu. please help if you can.

i appreciate your swift response. yes the help button is checked. it happened when i activated roxio and installed macromedia suite 8. i just don't understand why after uninstalling these, this menu is still a no! the erro message is "IE cannot download/from help. Internet Explorer was not able to open this internet site. this internet site is either unavailable or cannot be found. Please try again later." if you can help and tell me what that is all about, i am appreciative.

What happens when you press F1 on the desktop?
 
Right-Click>Properties on the Start Menu Orb
Then select Customize and see if "Help" is checked.
 
Each time you install Vista are you installing other programs also, i.e. Antivirus programs, etc.
