Help, Folders won't open in seperate windows

Question

I want my folders to open in seperate windows so that I can move them back and forth between folders by draging and dropping.  I have gone into Control Panel / Folders and selected the option to open in seperate windows, then I re-booted my Dell Inspiron 9400, however the folders still open inside of each other, not in seperate windows.  Any one else experience this, and is there a fix or am I not doing something correctly.

If you right click on the folder you want to open on a separate windows, and click on Open, it will open on a diferent window.   About the setting you changed, after rebooted the setting you changed still on 'Open on a separately window' I recomend to have all windows open and just click on start, and type Folder Options on the search field, change the setting again, and reboot to get results.

Your suggestion to clik on 'open' works fine for now.  I would like to somehow get them to open themselves.  They used to a day ago, but now they are opening within themselves.  The 'open' is a good workaround for me at this time.  Thanks.

Something that may work also, change the setting to get the default setting (to open on the same window) open many folders, within the same window. Leave that one open, and open a second folder, and start browsing opening folders on the same window.   Close both windows. Open the folder options windows, change it to the setting you want, and open a folder, open another one, and close the previus one, open another one(inside the first one you used first) and keep doing that. I recommend to do that like 5 times at least.   Something similar happens when we want a window opens on a determined sizeand it is not doing it.
