Help! Outlook Express cannot access the Internet. (Neither can Plaxo)

I'm using XP Pro SP2 on a Dimension 4700. My firewall is CA Internet Security Suite 2007.   I tried to download messages into OE, but received 2 errors:
 
Unable to poll for new messages on your HTTP server.  Account: 'MSN', Server: 'http://oe.msn.msnmail.hotmail.com/cgi-bin/hmdata', Protocol: HTTPMail, Server Response: '', Port: 0, Secure(SSL): No, Socket Error: 12029, Error Number: 0x800CCC0E
 
Header download for the 'Inbox' folder did not complete.  Account: 'MSN', Server: 'http://oe.msn.msnmail.hotmail.com/cgi-bin/hmdata', Protocol: HTTPMail, Server Response: '', Port: 0, Secure(SSL): No, Socket Error: 12029, Error Number: 0x800CCC0E
 
I have tried to add OE to the list of programs my firewall will grant internet access, but it's unclear which ones they are.  (Outlook is easy: OUTLOOK.EXE).  Can anyone tell me which files I need to add to see that OE has full access to the Internet?  Yes, msn has full access.
 
I also cannot synchronize Plaxo, despite adding Plaxo.exe and plx_link.exe to the list of applications.

Not all Hotmail accounts can be Popped (retrieved in an email client), these are very old hotmail account that can be, the newer hotmail accounts, you have to pay for this service.
 
Have you ever popped these hotmail accounts in the past???

I have been able to retrieve my MSN messages into Outlook and Outlook Express in the past.  I can still get them in Outlook, but not OE.  Neither one synchronizes with Plaxo online.
