How can I disable the onscreen keyboard?

My Dell Inspiron 15z runs Windows 8.1. Since the laptop has a keyboard, an onscreen keyboard is never welcome, yet it now and then pops up. How can I disable it completely?

The on screen keyboard only shows if you tap a text entry field using a touch screen, it stays of if you use solely mouse and keyboard.

Thank you, Bazanime, for your prompt reply.

When I take notes with my laptop on my lap, I can't use a mouse so I leave it at home. I use the touch screen to navigate within my notes, but when I'm ready to type on my laptop's keyboard I don't want the onscreen keyboard obliterating my screen. That's why the practice that you state is inappropriate for me--the practice that (as you say) "the on screen keyboard only shows if you tap a text entry field using a touch screen." To me it would seem appropriate for a user who has an attached keyboard to NEVER want the onscreen keyboard to show up.

Is there a way to completely disable the onscreen keyboard?
