How to access files for other users on the same compuer.

I have just replaced my Dell computer because of a lightning strike.  The old hard drive still works.  I have put it in an external shell and attached it to my new Dell via a USB port.  Now, I am attempting to transfer data files from it to my new machine.  I need to access files that wer under my wife's login (with Administrator rights).  I also have Administrator rights on the old and new computers.  The directory that is associated with her login on the old computer (on this old drive) within the Documents and Settings folder are not accessible to me.
 
How can I gain access to that folder and see the files that are there?  Currently, it says it is empty.  This is the same symptom when I attempt to look at any other user with Administrator privilege (whether I have Administrator or Limited rights).

If you are running Windows XP Home Edition, restart your computer in Safe Mode and login as Administrator (not as your administrative user).  To gain access to the files see the procedures in this link:  http://support.microsoft.com/?kbid=810881

Let us know if you are still unable to access the files.
