What operating system?  It differs greatly between XP and anything newer.  Why do you want D: and E: drives?  Do you have a "recovery partition"?  OEM or reserved partition?  Diagnostic/EISA partition?

You can create new partitions using EaseUS Partition Manager see page 381 of Windows Reinstallation Guide:

http://philipyip.wordpress.com/dell-community-forums/

Note you will lose the ability to restore to the factory settings via the internal restore partition and your entire OS could become corrupt if the process is interrupted. It is recommended you backup all your data on an external hard drive and request a Dell Windows Reinstallation DVD if you don't have one before proceeding.

The Dell Windows Reinstallation DVD will also allow you to reinstall Windows with a clean install with the partitions of your choice.
