I bought two dell computers this year and they both had this similar problem. Both were new. The 8400 I got last week did this to me . On the first computer I contacted Dell and the only way to get past it was to reinstall windows. ( They sent me master disks to reinstall it like new.) When it happened three days ago it locked up and I rebooted , then it ask for the password. (I never had one) Rather than call Dell I reinstalled windows and all my drivers and programs. It turns out my dell installed dual Tv tuner is also bad and new one on backorder. I wish I new a way around your problem in case it ever happens again.

Try Safe Mode - it sounds like you have been hit by a virus or worm.
