I get a CLI:EXE error on start up

it say's
 
"the application failed to initialize properly ( 0xc000135)"
 
"click ok to terminate program"
 
What is this error all about?.... the computer runs fine all except this error....
 
I am running an Inspiron 6400 with XP.
 
I have done a search on this and it woud seem I need to delete something but the chat does not specify what I need to delete or if I need to reinstall anything else.

CLI.EXE
ATI's CATALYST™ CONTROL CENTER. Required if you want to change graphics settings on a regular basis
 
If you do not use this option you can disable from running at startup and this will remove the problem.  While you are at it just check all you entries in msconfig, but remove the check from CLI:EXE to stop it running
 
Start/Run and type in
msconfig
OK
Startup Tab

Keep the page open then go to link below. It will tell you what all the entries are and whether you can disable them or not. It will also identify any malware.  Disable everything which is not needed to run at start up
 

Read the Key at top of page. Use the Search box to check all your entries

When you reboot you will get a message saying you have started in "Selective Startup"  Click "Don`t show this message again" then OK

i can not get the ATI catalyst control center to work.
 
on every boot it gives the error: cli.exe - 'the application failed to initialize properly (0x0000135). click on OK to terminate the application'
 
i have a dell inspiron 6400 with a ATI Mobility Radeon X1400 adaptor

Go to the manufacturers site and download the latest driver.
 
Hopefully that should fix it

The manufacturer's (ATI) drivers do not support Dell laptops, and the drivers will refuse to install if you try. The video drivers that Dell has on the support website are relatively old.

 

I have restored my Inspiron 6400 with an ATI x1400 a couple times now, and every time I do I continue to get that error until I install every Windows update. I actually think it is the .NET update that allows it to load correctly, but I'm not sure about that since I do so many updates at a time. So, make sure you have all your Windows updates in place.

I tried this suggestion.  My registry did not have CLI.EXE, but did have CLIStart, which I disabled.  I still get the CLI.EXE Error message on startup.  Do you have any other suggestions?
