IE7

I have been using IE7 since it came out without any real issues. Lately however I have one issue I haven't had much luck with finding info on the net on how to solve it.  I used to be able to go to a Verion website and download songs, etc for my cell phone. Now when I click open link, open in new window,  or save target as it doesn't download. Open and open in new window acts as though something is going to download but I get a blank page with a missing graphic logo (I assume that should be the media player).  If I click save target as it says Internet Explorere cannot download. No such interface supported.  I have emptied temp internet files, tried to restore to previous points, disk cleanup, defrag, etc. I am missing something that is causing this. Any ideas? 

 

XP Dell Dimension, new hard drive in Feb as old on crashed, everything was reloaded and installed through tech support.
