Double click on the index.dat file.
It will tell you Windows cannot open the file.
click the option "Select the program from a list" OK
In the list, choose Notepad, or Wordpad. OK
If it is a large file, it may take awhile to open, but it does work.

There are some free utilities that translate the gibberish.
Try Index.dat Suite http://support.it-mate.co.uk/?mode=Home
or index.dat viewer from
http://www.acesoft.net/index.dat%20viewer/index.dat_viewer.htm
