Inspiron 3459 - Start Menu/Apps won't open

I purchased this all-in-one about 3 months ago and have used it fine until today when I started it, I could not get the start menu to pull up and can't open any of the apps on the tool bar, including the window app store, explorer or pandora that I have a link for on my desktop. I can only open programs I downloaded separately (AutoCAD and Firefox), but nothing that came installed. I tried to download the detector from dell.com to run a diagnostic but it won't install. I've restarted a few times and it's the same.

I should mention it has Windows 10.

I have tried to restore my system, but all of the instructions say to go to settings - recovery. I can't access settings, it won't open for more than a second and disappears. I can't open the start menu to get to it and it's not working from any other way I try to access it. How do I restore to factory settings without accessing the settings?
